Kurdistan National Congress (KNC)

From Historical Roots to State Engineering

1. Institutional Identity

The Kurdistan National Congress (KNC) is the highest independent political and strategic institution abroad, established as a national institution to unify the political will of Kurdistan and represent the supreme interests of the nation. The Congress is not a political party competing with other parties, but rather a Nation-Building Project. The Congress functions as a “National Institution” in the diaspora; it is the place where partisan and ideological differences dissolve and everyone works under the sacred flag of Kurdistan toward a common goal: transitioning the cause of Kurdistan from a revolutionary movement stage to the stage of building “Sovereignty and Statehood”.

2. Historical Roots: The Legacy of 1985

The Kurdistan National Congress is an institution extending from the deepest state-seeking intellectual lineage of the Kurdish nation. This institution was established in 1985 by the thinker of Kurdistan’s independence, Professor Jamal Nebez, and a group of dedicated and patriotic associates. In that era, when the prevailing Kurdish political discourse was confined within the framework of small and local demands, the National Congress entered the arena as a bold pioneer and raised its voice loudly and explicitly, laying down its fundamental belief in the “Total Independence of Kurdistan” and the “Territorial Integrity of Kurdistan”. Over its honorable history, the Congress has held six (6) General Congresses. Throughout this history, it has continuously preserved institutional legitimacy and internal bylaws, standing as the sole supreme reference that makes no compromise on a single inch of Kurdish land.

3. Political Philosophy: Diaspora as Strategic Depth

The new philosophy of the National Congress is founded on redefining the role of the “Diaspora.” We do not view the Kurdish diaspora as refugees or victims, but define it as “Strategic Depth and a Free Ground” for the issue of state-building. While the land remains under occupation, the diaspora becomes that free space where the Kurdish mind, far from repression, can freely engineer the roadmap for the future state. Here, we do not merely engage in politics, but we redraft the principles of national sovereignty for Kurdistan. Our mission is to direct the human and material potential of the outside world to serve the liberation of the land of Kurdistan.

4. The Necessity of Reactivation: Why Now?

In the past few years, the National Congress passed through a phase of “silence.” But today, the Middle East and the occupying states face a historic transformation and systemic collapse. This new situation creates a “Strategic Vacuum”; if Kurds do not fill it with a unified plan and institution, history will repeat itself. The reactivation of the Congress at this time is a responsible answer to this opportunity. We have returned because we believe Kurds must no longer be “spectators” of events, but must be “Participants and Engineers” of national liberation and the post-occupation era.

5. High Objectives: State Engineering

Based on the Zagon as the fundamental constitution and strategic doctrines, the duties of the Congress within the framework of the nation-building process include:

  • Recognition of the Zagon as Constitutional Law: Recognizing the Zagon of the Republic of Kurdistan as the constitution of Kurdistan and fundamental laws, ensuring the country possesses a legal infrastructure at the moment of state declaration, and also to challenge the legal legitimacy of the occupier during the occupation.
  • Drafting the Security Doctrine: Preparing defense strategies and national security protocols through the “Strategic Center,” ensuring the defense force of Kurdistan is built upon modern military science.
  • State Diplomacy: Ending partisan diplomacy and dealing as the sole legitimate representative of Kurdistan with global decision-making centers (Washington, London, Berlin).
  • Economic Institution Building: Drafting independent economic roadmaps, managing energy, and establishing international trade relations.

6. Institutional Structure

To execute these monumental tasks, the National Congress is structured to mirror a modern state apparatus:

  • The General Assembly: The highest decision-making authority (like a Parliament) representing all parties, organizations, and individuals, and deciding on general policies.
  • The Executive Board: Responsible for implementing decisions and managing diplomatic and media portfolios.
  • Strategic Center & Research: A specialized institution whose duty is “thinking” and “planning” the doctrines of the National Congress and national forces of Kurdistan to step toward liberation and building the future state.

The Kurdistan National Congress stands today as the official heir to the struggle of 1985 and the torchbearer of state-building in 2026. We are here to tell the world: The Kurds are a nation ready for statehood, and our will is stronger than steel.
